Isn't that what everyone else does ??

(particularly at the 'can I turn left / cant I turn left on red' Junctions in areas we are not familiar with)

You can normally turn left when the light is on red, maybe this is just one with a light?

There are some intersections, where there are signs prohibiting a left turn on red at peak times.

 

Not that I have seen them observed very often.

Left lane go. Right lane stop. I had this in one city. Forget which one.

not left turn but left lane allowed to go straight through at some junctions

it could be, this two lanes becomes in the front into one lane, so therefore the two "lane-lights" regulates the traffic ...
