The problem is with Trump there's very little thinking involved. Furthermore, your claim that uncertainty is good for international relations is laughable.

Since Sun Tzu wrote his oft (mis)quoted book we've gotten weapons of mass destruction. Uncertainty is something you want to avoid at all cost when your opponents can obliterate you within an hour.

That's why Putin didn't attack Ukraine on Trump's watch like he did on Obama's and then Biden's.  There's no telling what the crazy bad orange man would have done...  Obama and Biden were absolutely predictable.
