It doesn't matter if it's legal or not, the real question here is why would you want to rent from somebody who has no interest in dealing with you? It's not like there's a shortage of supply here, there are so many apartments available, why not deal with somebody who's got a good attitude?

No point in worrying about the finer details like legalities, What are you going to do , launch an appeal campaign ?    Just remember where you are, accept it for what it is and move on. there is no shortage of alternatives

By Kingdom of Thailand law, the majority of a buildings ownership is required to be owned by Thai citizens. So, foreign ownership must be kept at no more than 49%. Knowing this, and knowing of the relatively recent rush of Chinese, Russian, etc. condo purchases I would not suspect any discrimination other than that required by law.

Thailand laws against social discrimination.

When I checked it out with google, I found some information.

 

Thailand 2007 Constitution - Constitute (constituteproject.org)

 

While  the system says it does not tolerate discrimination on the ground of gender, race, nationality, age etc.. people may still encounter with the invisible wall(prejudice).

It is seen in many parts of the world(as most of you know).

Not everyone complies  with that what their rule says(until  legally challenged and defeated).

And what you saw could well be one of such cases.

 

Even though that property own might have had some really  bad experience with the people who are other than Thai national in the past...
