Hua Hin is a nice weekend resort with good golf but remote. Your Medical and education requirements have me thinking the other side of the bay. Bang Saen or maybe further North closer to Bangkok.

    You don't mention anything about having your own transport, if you or your GF doesn't drive then I wouldn't recommend Hua Hin as from what I've seen on my 5-6 visits there, things are quite spaced out
