prison would be one option,  as indeed would a fine, or they could revoke his licence,    there aren't any other options really

I am thinking voluntary or involuntary manslaughter depending on the prosecutor in the USA. I add the note of observation, again in western countries. The crime is prosecuted as a crime against “the people” (the citizens of the country). Civil case … those offended file charges, criminal code offenses are against the society writ large.

I would recommend mandatory drivers license retesting and training.

 

Or scared straight with mandatory visit to mortuary and education by doctor on how important it is to get medical treatment as soon as possible for certain conditions.

Yes, perhaps they knew that the driver's action made no contribution to the death of that patient.
