That appears to be at least partly due to a completely broken judiciary. Same applies in the US. This applies most especially to white folks. People of color are locked up, if they don't have good counsel.
It's for the annual retirement extension. My TOT internet bill has always been accepted in the past, but the most recent one from NT is six months old and I'm worried that the IO may decide it's too old.
Could be done as a group or separately. Choose one nationality (US citizen, Bulgarian, whatever)

Factors I would consider are as follows...
easiness, low-cost, no advance paper/online work required, back to back returns OK, long stay, extension simple, retirement visa does not require a load of cash
Thus far in my limited experience in Asia, the easiest is Malaysia (come and stay a while, need to leave for a day and come right back? No problem!) The most difficult is India (very persnickety and bureaucratic, even the visa version) But I have never been to Sri Lanka or Mongolia.
Perhaps a first step would be to develop a list only for ASEAN
