Very confused about E visa system

Pretend you submitted your application in person, because that's how the embassy sees it.  You have to wait until your visa is issued before you can leave.  Same as before, just a different way of applying.

They're not forcing you to stay.  They don't hold your passport. But if you leave they can cancel your application without refund.  Multiple reports of people being asked for a follow-up proof of location like a letter from hotel manager stating you are still staying in the country, and even saw a report of someone being called into the embassy for an interview after 10 days.

Yes that's a big issue.

Thinking Tod Daniels posted similar info.

The thing is we don't have many first hand reports of process time for these eVisa applications esp Laos.

Personally can not see this being a workable option if it's going to be anything like 10 days. 

 

I remember the days of overnight approval.

My first ever Non O retirement was from Vientiane.

Apply in morning pic up next day arvo from consulate.

 

Can't see anyone obtaining a Non O marriage/retirement eVisa from nearby countries.

You could just border bounce enter visa exempt and obtain Non O local immigration office.

Of course many other visa types cannot be obtained in Thailand.
