Regarding the reference to Ministerial Regulations in the Revenue Code, there are only two that are specified in a footnote to category (17):
Section 42 The assessable income of the following categories shall be exempt for the purpose of income tax calculation:

The only other Ministerial Regulation referred to in Section 42 (17) is M.R. No. 201 (B.E. 2539) covering exemption from personal income tax on compensation from transfer of ownership in real estate in the Pa Sak Basin Development Project.

It's a rinse and repeat thing.
Tourism industries here push the boundaries / exceed safety standards, and when it comes undone and tourists die, and it makes the global media, they arrest the owner of the company and declare the WHOLE industry has been cleaned up and it's safe for tourists, again, until the next time, and then rinse and repeat.

Still, although the hot season is preferable to me, and something which cannot be entirely avoided, cool weather is good for working outdoors.
We have experienced warmer weather during the past decade.
And, near-record-breaking low temperatures in Northern Thailand are already just a thing of the past, a distant memory already, so to speak.
Time to donate heavier winter clothing, cluttering up the closet, if one has not already done so.
Such charity is often seen here in Thailand as just one more instance of Making Merit.
