Yeah cause the underground lottery that many play does not contribute to suicide/theft/robbery currently.

I thought gambling was illegal in Thailand how can they lock people up for gambling when they are about to open casinos !

I think that unlicensed gambling is illegal.  Only the state run lottery has a license.
