Because he is presenting the  job eliminations and contract cancelations as savings when they are not.  Some of the big contracts they say they canceled were canceled by the Biden admin or  were completed.

 

For people who understand contracts, they see through tanother part of the charade. Contracts have cancelation clauses. These include  compensatory requirements when a contract is canceled midterm. There are  labor law severance requirements that apply to many of the workers.A large number  of the people who were put into retirement  entered into bridging arrangements. All of this adds up to paying for services that won't be delivered, and salaries of workers who are not working. It is smoke and mirrors.

 

The reality is that almost all of the actual savings are derived from stopping foreign aid.
