I can tell you where the claim came from, and I'm sure you're already familiar with him -- it was made up by a guy named John Mark Dougan, who fled to Russia after failing spectacularly at life in America. It was then amplified by Kremlin websites and spoon fed directly into the mouths of guys like you, who lap it up eagerly and plead for more. It never happened. The guy who owns the yachts said they were never for sale and he never sold them. But I'm sure it's the LAMESTREAM MEDIA who claims that and JOHN DOUGAN has all the facts.
For the same reason as those who insist that long-stay expats need to "pay their fair share of taxes," and then out of the other side of their month, will condone dual-pricing.
