Personally I would also mail-in a manual 7162 to Wilkes Barre via Thailand Post "regular airmail (cost around Bt70)" to play it safe.  And of course mail back the bar-coded 7162 if/once it arrives....it will probably show-up tomorrow per Murphy's Laws. 

I asked that question and she said no.

She asked my Thai phone number too. 

Oh yes, I fully expect the form shortly. 😉

    The phone number is 410-965-0160 they are available 6am to 9pm ET.   I was on hold for a little over 10 minutes before the agent was able to assist. In addition to the form being mailed next week

Just for others listening in, where the SSA rep said "....you've been submitted to the 7162 site...." as to what that specially means below partial quote from the SSA POMS(i.e., instruction/regulation/etc) for the 7162 attestation process explains what it means.   Basically the SSA rep will electronically submit the attested 7162 form to Wilkes Barre and mail a copy to the individual.    Hopefully SSA does mail a person a copy and it finds your mailbox within a few weeks to a month....time will tell.

 

And I assume Wilkes Barre upon receiving the electronically submitted 7162 they would then log the person as having responded to the Wilkes-Barre 7162 bar-code mailing.  And if for some reason Wilkes Barre didn't process the form and come January a person still ended-up on the Wilkes Barre  benefits suspension report as not responding to 7162 bar-codes mailing that before SSA actually suspended benefits they would look into their IT imaging system (per another POMS instruction) and see the record of the person accomplishing the attestation and then be removed from the benefits suspension list.   All is good.  

 

I figure this attestation process has just as good of a chance (very high) as your actual mailing to Wilkes Barre of a bar-coded or manual 7162.   I can also see SSA being overrun with phones from people wanting to do the attestation 7162 process (maybe too early) as it may give the people more of a warn-fuzzy feeling and also save them some potentially pricey mailing costs.   

 

I can also see SSA possibly not accepting an attestation request "before a certain time" except for good reason like SSA knowing of specific problem preventing some people from responding via mail like the current mailing problem caused by Donald's tariffs.    It's kinda like how the Manila FBU has always pushed back in "normal years" until around Oct/Nov when people wanted to accomplish a 7162 submission "to the Manila FBU"....it wasn't to around Oct/Nov during normal process years that Manila was agreeable to this as they want people to use the normal process of responding to Wilkes Barre mailings--and I'm sure HQ SSA told all FBU's to proclaim the normal Wilkes Barre process except in certain exceptions.   Even with the attestation process the SSA rep doing the attestation must electronically transmit the attested 7162 to Wilkes Barre for some kind of further action.

I hope you are correct because I just traveled about 500 miles to pick up my form and mail it in the morning from here. Otherwise a wasted trip to Nakhon Nowhere.

I appreciate your confusion as this has been a moving target but Integrity Legal appears to be WRONG about this.

I call the International Operations number +1 410 965 0160. I called at 8:00 pm and only waited about 15 minutes.  The process took about 15 minutes on the phone.

Well that's good news. It actually works.

Dang what happened to my post? I called SSA at 1213 tonight, 40 minutes to get agent. My 8 August form still not processed after a month. I give up, so tried the attestion method. She gave it her best but was unable to get it received even though she was right there in the Wilkes-Barre building. All in all in took 110 minutes, over an hour and a half and she couldn't get it through. So, she emailed it to Manila and asked them to finish processing it. They're supposed to call me next week. And I have to do this again for a friend. Guess I'll call the International number next time. 410 965 0160.

Boy, oh boy, I feel your frustration in that phone call to where both you and the SSA rep are going back & forth with the attestation Q&A process but when the rep hits the Submit button that finalizes and provides confirmation of a successful submission the SSA system does not finalize/confirm the submission.    I expect you were calling using some type of free/low cost VOIP system like Magic Jack, Google Voice, etc., where the cost of a long length phone call was very low/free,  but if a person was calling from some number that you were forking out significant money-per-minute that would just raise a person's frustration level.

 

I expect most everyone has experienced a similar event (probably more than once) where they are doing some online process where you have now completed one or several pages of data entry & question answering...maybe even uploaded a document or two, but when you get to the final page and click the "Submit" button the system errors-out, you just get a rotating wheel, or get a message along the lines of Try Again Later.  You just can't get the confirmation page or confirmation control number of successful submission.

You missed the point. If the form cannot be confirmed after a month (8 August), it may never will be, so I went ahead with the attestation process figuring it would take only a few minutes and not another hour. The agent would know if her submission was received, but it wouldn't transmit even in the same building, so she struggled for an hour before giving up. I'll check again Monday night for a friend and if they haven't been processed I'll call the other number people above have had good luck with if Manila hasn't called like she asked.

Read my last post if still there. I use a magicjack. If you don't have that or other VOIP you'll have to pay AIS charges. I was on the phone for almost two hours to the 800 number without confirmation that the attestation worked, so you're much better off using the 410 965 0160 number that others have found much shorter and effective. At least that's my experience so far. It may be that the lady who did the attestation didn't know what she was doing, but she seemed to. So, maybe the submit button doesn't always work or she was new to the idea, who knows. It's a new thing and not everyone will be on top of it. You'll want to have this link up on your PC to tell them the POM number, etc. To call the states I think you have to add first the exit code, 001 or is it 066.

There is an 800 number. That's for a lot of people. I chose the international operations because I thought I'd get through sooner. I got through in 10 minutes. 

I use Viber Out. It's $1.99/month for unlimited calls to the US. I also have an 'any country' plan that is pay-as-you-go. I put $10 in it a few months ago.  It's very cheap to call internationally.

instructions from FBU Manila agents. Benefits / pension applications and proceedures are completely isolated
from timely updated central International SSA.GOV support. The time delays average 6 months and delayed
SSA.GOV benefit payments are lost in a dark hole trashed if FBU Manila demands another piece of paper
verified at the USA Embassy then recycled again for 6 months and so there is no SSA.GOV instant update       

Thank you for your disclosures about filing SSA.GOV benefits at the USA Embassy using the pre printed
forms offered at the USA Embassy. Yes you and every body else was only following the demands and orders
of Manila FBU to go to the USA Embassy and get certified! The USA Embassy up to 2018 offered paper forms
and special contract agreement to pickup SSA.GOV paper checks in person every month with a passport!!

The USA Embassy, USA State Department mailed notice 2018 they shall no longer assist with SSA.GOV and
all USA citizens must contact FBU Manila direct and the USA Embassy can now only verify documents
with a rubber stamp signature, there are no longer SSA.GOV application forms at the USA Embassy!

It is the responsibility of a USA citizen to follow obey the demands as instructed under Manila FBU in
order to pursue the collection of retirement benfits that was already filed and re routed delayed
scatered over several years of pursuing a simple 9 digit taxed identity retirement benefit money.

It is not a perfect world and not every USA citizen has a USA support team, no USA bank account, no USA friends
or relatives alive or senile helping collect SSA.GOV money inside USA applied support.

It is not a perfect world some people make things happen some people wait for things to happen some people just
dont care what happen,  Except for USA citizens who are having serious trouble and legal complaints under
extreme stress of Manila FBU ignored delayed zero problem solutions to follow up FBU orders / demnds
 
Above here the real facts, a history created by Manila FBU SSA.GOV asigned cover ups... The people
as USA citizens have spoken and so want problem solutions not emotions to receive retirement money!

If you have SSA.GOV money delivery problem comments, then stay inside a step by step explicit detail explanation
of what solution did you get SSA money from FBU SSA.GOV agents. Help and instruct old USA citizens
step by step what happen to your Social Security American pension benefit delivery application to the
country of Thailand. This is for the few old people isolated, retired, USA citizens living in Thailand

These USA citizens do not work for the USA Government! They only follow the scattered SSA orders and demands of
temporary Manila FBU agents, if available, periods of 6 month delayed Manila FBU correspondence cycles.

USA citizens are stranded left isolated and waiting for Manila postage delivery, delayed abouts every 6 months.
There is no top down assigned supervisory assistance available and US citizens are plain ignored problem resolution

That's right. I'd call 3 weeks after mailing and was always told it had been received, but this year after a month, no cigar. So, tonight I called the 410 965 0160 number and this time the agent said she was unable to tell me if received or not, or if the attestation last Thursday went through. So, it took 25 minutes to get through to her and we did the attestation procedure again. Then my disabled friend had to do hers. We ended just short of an hour instead of almost 2 hours using the 800 number. By the way, there is no SUBMIT button. The agent has to put you on hold for about ten minutes and email it from her Wilkes-Barre office to another Wilkes-Barre office, then tell you the process is finished. It ought to be foolproof, but they can't really tell you if anyone actually reads the email or posts it. So, knock on wood. If you think this is easier than 2 minutes to fill in a form and a trip to the post office, then we're not on the same planet. But we do what we have to.

OMG - thanks for sharing.  From talking to these SSA reps this year, is your “gut feel” that one would be naive for assuming our mailed 7162 forms are going to be processed?

I don't know. Probably there's a large backlog in getting the forms out of the envelope and into the barcode reader after firing 4,000 SSA workers. But you should be able to confirm over the phone but the last rep couldn't do that. I wouldn't call anyone naive, but the system is obviously a mess and confirmation isn't working anymore. After airmailing the form and doing the attestation twice... what else can I do but hope?

Online Services

Until now, you needed a U.S. mailing address to access Social Security's my Social Security account and use our online services. Now, many people without a U.S. mailing address can create a personal  my Social Security account and use the online services with an ID.me credential. If you don't already have an ID.me credential. 

  1. Go to  www.ssa.gov/myaccount.

  2. On the my Social Security page, select the "Create an Account" button and then select "Sign in with ID.me."

  3. Select the 'Create an ID.me account" link and follow the instructions.

  4. On ID.me's "Verify Your Identity" screen, select the "I don't live in the United States" link at the bottom of the page and follow the instructions to complete the registration- process.

  5. Once you create your credential, you will be returned to the my Social Security webpage for the next steps.

How to report a death to Social Security and Medicare

The SSA handles death reports for both Social Security and Medicare recipients. To report a death, you can do one of the following:

  • Provide the deceased person's Social Security number to the funeral director so they can report the death to the SSA.
  • Look up and contact your local Social Security office. Or call the SSA's main number at 1-800-772-1213 (TTY 1-800-325-0778) to make the report.
    • SSA only accepts reports of death by phone or in person. They do not accept reports by email or online. 
    • If you report the death to SSA yourself instead of through a funeral director, you may do so without the deceased person’s death certificate to begin the process. But you will need it later to complete the report.
