Was the reporter ordered repeatably to move back and were they refusing? 

 

If so, I think the officer was withing his right to move them along. 

 

If the reporter not been told to move back, and if the officer shot the reporter intentionally, I think the officer should be fired and prosecuted for assault.

The basics I heard was that local law enforcement could not guarantee security of federal buildings in LA. They were called and took 2 hours to respond, even though it is a 10 minute walk from police HQ. So federal troops will provide security for federal buildings and employees. The police can deal with the rioters and criminals.

Nothing new about presidents assuming command of the National Guard against the wishes of a governor.

I understand it has happened once, 60 years ago, during the 1965 desegregation marches from Selma to Montgomery in Alabama. President Johnson deployed them to prevent the police and vigilantes from attacking the marchers.

 

Given that it has happened once, in 60 years, in very different circumstances, perhaps it is rather new?

 

Oh, and Johnson was very open about what he planned to do, and doing it. Unlike Trump, where the troops were deployed with no warning or announcement.
