  Nothing you stated is necessarily incorrect; however, it should be noted that while Bush, Sr. negotiated and signed the agreement, the President who signed the NAFTA Implementation Act was Clinton in December 1993 (after Congress approved NAFTA a month earlier.)

 

  I've always viewed NAFTA as a Bush/Clinton tag team kinda thing.  Bush provided the framework and Clinton put it into practice.
