Yes; I've seen them in my travels. What you say is so TRUE. The do gooders even go where they are not needed and not wanted. In 1974 I saw an OXFAM tractor  driving through our village with all the kids shrieking and laughing. The driver had a baseball hat and a big fat joint in his hand. The NOISY tractor destroyed our peace all day. I saw the same types in Kuwait after the war; driving around in beautiful expensive motors. It sickened me. The latter were NAT0 employees.

The food is expired.   

High energy biscuits being expired does not mean they are inedible, or lack nutrition. It's not fruit going rotten.

 

Expired usually means the manufacturer has selected a use-by date, after which the food has altered in taste, and may be stale.

 

I doubt starving children will be picky.
