Bryant was not in an institution because he was not certified insane - unlike now. But Bryant was a nutter from a young age - look it up - he was clearly 'not right'. Gun laws will make no difference - 500 million on the streets now. Stop being soft on the mentally unstable and the problem will greatly reduce.  I can agree with suggestions that limiting assault weapons to club members and professional shooters and those that pass an NRA training course, would be a good idea. But again - Constitution. So IMO the best solution is to detain and assess all mentally unstable people.

At the time of the offences he was in receipt of a Disability Support Pension on the basis of being mentally handicapped. Media reports also detailed his odd behaviour as a child. He was able to drive a car and obtain a gun, though he possessed a licence for neither.

Homicide rates were falling in Australia prior to 1996, and in fact increased after the ban.

Yes, so if you look at the chart 2000 and even 2003 had almost identical homicide rates to the years before the ban. Only in 2003 did it go down. Long after the ban. So that suggests there were other reasons rather than the ban.

 

Though the number for 2018 is completely different to the number Google AI states.
