No one is "creating fake bank accounts."  No bank is creating "false paperwork."  Real accounts were opened for new arrivals. A letter stating the owner of the account and current-balance were provided to all applicants - DIY or agent.

 

As to agents facilitating skipping the 12-months retrospective bank-balance review:  Who is going to catch them and their customers?  The same organization collecting vast sums in "brown envelope" money, for not enforcing that rule?

 

This rule was extended from 2-months to 12-months, under Big Joke, to increase agent-use / brown-envelope payments, while claiming the opposite purpose.  It was a "joke," indeed, on those who were doing honest DIY applications before, then suddenly needed significantly more spare-money to qualify to continue their retirement here.  On the upside, now, everyone with eyes to see knows the nature of what they are dealing with vis-a-vis Thai immigration.

You dont really understand the process but you go with whatever you think. You seem to have brown envelops on the brain.
