Yes, weird. It's not that they were without comms equipment to call for reinforcements. That is really what this looks like to me.

Well, they were taking a very long time to do nothing at all apart from wrestling with the guy unsuccessfully. Poor Manuel, but he lived to fight another day. All's well that ends well. Nobody got hurt, at least not badly.

A very interesting study in psychology though, we saw what the ICE guys were thinking "There's 20 guys here, they could kill us, we better get the hell out" and the 20 guys were thinking "we can't do anything or we'll get arrested too".

 

All the 20 guys had to do was to intervene. And then ICE would have run away much faster. As always, the stronger will prevails.
