He has two conditions; One is the physical damage from a stroke he suffered in 2022 and the other is clinical depression. And no, he cannot be President because of his physical health. He knows it too and accepts that reality.

Yes, that's true.

Mencken was uncannily prescient about American society and politics.

   "As democracy is perfected, the office of president represents, more and more closely, the inner soul of the people. On some great and glorious day, the plain folks of the land will reach their heart's desire at last, and the White House will be adorned by an absolute moron."

Biden was the first to fulfill that role to perfection.

Fetterman and numerous other half-wits like him are waiting in the wings eager to do their star turns.

Their not being able to "get a permit" is not the the Governor of California's fault. It isn't always the "government's fault".  Look at what the delays were due to;

1. A person has to file a complete permit request. Many of the  permit applications were incomplete because the plans were not complete or debris and environmental remediation was not complete.

 

2. There was a shortage of construction labour in California prior to the wildfires. The fires exacerbated the labour crisis. The removal of migrant labour has worsened the problem.  Even if people want to clean up and to rebuild, they can't find the people to do it. Many of the homes destroyed are toxic waste dumps with asbestos, lead, arsenic residues that make the  building sites a toxic hazard.when cleanups are complete, certificates or attestations are issued that allow for rebuilding to occur.

 

3. Local municipalities have their own building codes in addition to the base state codes. For example, buildings have to meet some rudimentary earthquake damage reduction requirements, some plans did not reflect the current building codes. A big problem for many destroyed homes is that they were not connected to the sewage treatment system. Some homes relied on septic tanks that dated back to the 1920 or  1940's's that leaked raw sewage into the ocean and surrounding areas. Others had lead pipes. The state changed its codes in the 1960's and 1970's. Are you going to blame Ronald Reagan for that now?

 

4. The fires resulted in a surge of permit requests. Municipalities and counties don't have the personnel to approve  that influx. You can't hire engineers overnight to do this review.  The taxpayers of California voted in their county and municipal elections to reduce expenses and to contain payrolls, so staffing was already low.

California has a 30 day time period to effect the review of a building permit. AB 253 now allows home owners, and small business owners to retain their own professional to review a building's plan if the  government does not complete its review within 30 days. California is the only state with this law that gives control of the approval timing to the  permit applicant.

 

5. Look at the scope of the  damages and the  thousands of permits  being filed. .  As of February 2025,  

- 33,717 property insurance claims were filed for home, business, living expenses, and other disaster-related needs.

- 19,854 claims were partially paid under laws requiring advance payments to speed recovery. The bulk of unpaid claims include property damage and debris removal, which will be paid when people begin the process of rebuilding and debris removal.

- $6.94 Billion already paid out to insurance policyholders for residential and commercial claims,

- 5,597 auto insurance claims filed.  $73 million paid out to insurance policyholders for auto insurance claims.
