I haven't called from a cell phone in years, so the question is: what's the best( cheapest) way to call from one cell phone to another from Thailand to France? There's no WhatsApp, Skype, or other similar solutions: only number-to-number. Thanks.

mytello is, by far, the cheapest PAYG international calling service.

I've used Talk 360 for years.  Just download the app from Play Store, and put some credit on.

 

When you input a number, the app will advise the cost per minute before you press the call button.

 

On the other hand, you could always use WattsApp.

Download a VOIP app like VYKE. Top it up and call. For example topping up £5 will give you about 70 minutes to a mobile and 250 minutes to a landlines

No. They are not.

Calling to the USA for example.

Mytello is 1c per minute with a 4 to 5 cent call setup charge.

Localphone is 0.5c per minute with no call setup charge.

 

Mytello has no information on it's website about the cost of calling Toll Free numbers.

Localphone doesn't charge for Toll Free numbers.

 

Now you know.

'Yolla' works mobile to UK landline , easy to download.  Pretty cheap but have not compared to other services.

Assuming you only want to make an outgoing voice call only, LocalPhone is most economical.
