Former Land Office Official Arrested for Forging 20 Land Deeds

The Public Sector Anti-Corruption Commission (PACC) and the Central Investigation Bureau (CIB) have arrested a former official from the Maha Sarakham Provincial Land Office, Phayakkhaphum Phisai branch, for forging land title deeds and using them to secure fraudulent mortgages. The scheme caused financial damage estimated at 14 million baht. The arrest took place on 30 October following an extensive investigation and a court-issued warrant.

 

The operation was conducted under the direction of Phumwisal Kasemsuk, Secretary-General of the PACC, together with senior officials Ekachai Kasemsukthawatch, Pol. Lt. Col. Siriphong Sritula, Oranich Sukban, and Pol. Lt. Col. Sarawut Khamluang. They authorised an investigative team led by Napawan Rattanawijit, Natthaphong Srinakand Bussarakorn Phetsirikosol to coordinate with local police in Buriram’s Satuek district and the CIB to track down the suspect.

 

The accused, identified only as Mr. Nattawat, was apprehended under a warrant issued by the Criminal Court for Corruption and Misconduct Cases Region 4 (No. 28/2568, dated 26 September 2025). He faces charges under Sections 157, 161, and 162 of the Thai Criminal Code, as well as Section 123/1 of the Organic Act on Anti-Corruption B.E. 2542, for abuse of official authority and document forgery.

 

Investigations revealed that during his tenure as a senior land officer, the suspect conspired with others to forge 20 land title deeds and use them to deceive lenders into issuing mortgages. The fraudulent activity caused an estimated 14 million baht in damages. Following an internal probe, the PACC ruled that the suspect had committed serious misconduct, but he failed to appear before prosecutors for indictment as scheduled, prompting authorities to seek an arrest warrant.

 

Further inquiries established that the suspect had fled to Satuek district, Buriram province, where he was eventually located. PACC investigators and police coordinated the arrest without incident and the suspect has agreed to face legal proceedings. He was subsequently transferred to the Criminal Court for Corruption and Misconduct Cases Region 4 to face prosecution.

 

Authorities stated that the case underscores ongoing efforts to combat corruption within government offices, especially involving land and property documentation, which has been a recurring source of fraud. The PACC reaffirmed its commitment to pursuing similar cases to protect public assets and restore trust in state institutions.

I'm always curious when I see a title and acronym such as "Public Sector Anti-Corruption Commission (PACC)" - are those the actual titles they use or is there a more official Thai title, and the English versions are merely for convenience in translation for these stories?
