In my opinion, it has nothing to do with "neurological condition", but rather with "mental disorder".

 

This is a result of the Open Doors tourist policy where many mentally unstable people can enter Thailand without any visa.

 

Stricter visa rules are required!

My understanding is that the most likely neurological conditions for a woman of her age are either multiple sclerosis (MS) or epilepsy.  What she needs is help, support and medication, not idiots saying that she shouldn't have had visa-free access to Thailand.
