Former deputy national police chief Pol Gen Surachate Hakparn filed a lawsuit on 26 November 2025 against national police chief Pol Gen Kittirat Phanphet, accusing him of violating Section 157 for allegedly performing his duties wrongfully. The complaint was lodged at the Central Criminal Court for Corruption and Misconduct on Liab Khlong Sam Wa Road. Surachate said he believed the police chief acted with the intention to persecute him by appointing a disciplinary committee over an alleged exam scandal involving Chulalongkorn University’s Faculty of Law.

 

Surachate stated that he had not been named a criminal suspect in the exam-related case and argued that setting up an investigative committee requires grounds stemming from a criminal case. He acknowledged that Kittirat had the authority to establish such a committee but insisted that the power must not be exercised beyond legal limits. He said he therefore filed charges solely against Kittirat for wrongful performance of duty.

 

Surachate added that he had separately filed a defamation case at the Bangkok South Criminal Court over comments Kittirat made to the media implying his involvement in wrongdoing. He said these remarks related directly to the committee’s formation and damaged his reputation. He emphasised that the defamation lawsuit was already underway.

 

He further explained that under Section 129 of the Police Act, any police officer dismissed or removed from service must be subject only to a serious disciplinary investigation within one year. He claimed Kittirat set up a fact-finding committee just days before the deadline, despite the Act permitting only a serious disciplinary inquiry. Surachate suggested this was done to create grounds for potential further action against him should he return to service.

 

Surachate argued that the police chief could not disclaim responsibility due to the seniority of his position and said the actions amounted to misconduct and unfair treatment. He compared his case with that of former police chief Pol Gen Torsak Sukwimol, saying his own case had advanced extensively while Torsak’s had not progressed until the one-year deadline had lapsed, which he viewed as inconsistent standards. He said that because he had suffered damage from the current police chief’s exercise of power, he was compelled to file the lawsuit at the corruption and misconduct court.

 

Khoasod reported that he also said he was preparing additional legal actions against other involved individuals in separate matters. Surachate stated that the investigation process must proceed according to legal procedures and the rule of law. After the filing, the court scheduled a hearing to examine the complaint on 23 December at 09.00.

The issue is that he has not been shown to be corrupt.  In fact, if you look at the actions against him, they have all been when he was about to end corruption or announce the stupidity of things, AKA the airport screening system.

 

He is also the only one that has actually made changes that helped talk to CM expats.

 

He walked the streets he cleaned up the immigrant problems.  

 

The problem seems to be that he cares and has shown the Thai people that he does, unlike the others.

How many high-ranking RTP have walked around the streets and actually had arrests made while doing it?

 

The problem was not that he was playing with the corrupt one but that he was rattling too many cases and was the hero of the people.

 

The fact that he is not sitting back and enjoying private life says a lot about him.  Let's face it, he has a pretty good lifestyle. His FIL left them a billion baht, so really, he does not need the money.

 

I am sort of surprised that the PPP have not tried to get him to run.

His career at the RTP has been full of ups and downs.

It's hard to know if he is "More sinned against than sinning" or if he really was involved in serious gambling rackets and other corrupt practices.

I know one thing for sure, he cleaned up CM Immigration PDQ a few years ago. After taking control, efficiency and courtesy prevailed.

When he left, the situation soon reverted to its usual state of being disorganized and stressful.

He knows he’s not guilty. That’s why he’s not afraid of defending himself. 
With his fortune he has no need to work , or run gambling clubs of which they tried to accuse him.
