Just go to the bridge and cross into Laos then get a bus into town #14 I think.  You might not be able to get a bus from Nong Khai because they are for Thais that take less time to pass into Laos. You may have to line up for a visa , that could take over half an hour and the busses don't like to wait.

      Be aware that online payment for eVisa not possible.  You pay at the consulate/embassy. To prove you are in Laos you provide copy of entry stamp.  Reports of quick process time after pa

      You apply online, same as anywhere else.  The difference is you have to go to the Embassy to pay for the visa.  Then they email you the visa itself.

    Application and visa issued online (e-visa), but in between those have to go to the Embassy to pay in cash.
