ICE needs to be watched, they are obviously out of control and being in an esteemed member of an ICE watch group is most definitely an honorary position in America right now. Considering all three shots were fired within about 1 second, and that Agent Ross did not draw his weapon until Good's car started moving, it is going to be a tough case to make. What he said afterwards really doesn't matter.
