Why do foreigners behave so well in Dubai, Singpaore, Malaysia, Vietnam? I can only assume they are not afraid of any consequences in Thailand, thus it would mean soft policing is an issue.

Absolutely!

I am 'entitled' syndrome is very wide-spread.

I'll guess at Russian

It is incredible that only Russian, Chinese & Indian people misbehave in Thailand - everyone else are perfect gentlemen.

Next thing you know we are going to be required to obtain an annual mental health certificate to get an extension.🤪

Municipal officers in Pattaya briefly restrained an unnamed foreign expat after he shouted and caused a disturbance in public during the morning school run, on 13 January, near Pattaya School 8, near Walking Street, prompting concern among passers-by. The incident was brought under control without injury and the man was later escorted safely back to his accommodation in Jomtien.

According to Pattaya Municipality, city enforcement officers worked alongside the Special Affairs division to respond after reports of a visibly intoxicated foreigner yelling and behaving aggressively in the area. The location is close to Pattaya School 8 and Wat Chai, a busy part of the city that attracts residents, students going to school and tourists. Officers moved quickly to prevent escalation and to restore order.

The man’s Thai wife arrived at the scene and spoke with officials, explaining that her husband suffers from mental health issues and was also intoxicated at the time of the incident. She said this combination caused him to lose emotional control and act unpredictably. Authorities took the explanation into account while managing the situation.

Officials focused on de-escalation, engaging the man in conversation to calm him down, but when he refused he was briefly held down. After he quietened down and the situation stabilised, officers decided not to pursue further action and instead arranged for him to be returned to his residence. He was escorted to a property located in Jomtien Soi 9, where the matter ended peacefully.

Municipal representatives said the response reflected standard procedures for handling public order incidents involving intoxication or mental health concerns. Ensuring the safety of the individual involved, as well as that of the public, remains a priority in such cases. The calm resolution avoided disruption in a high-traffic area and reassured nearby residents.

Incidents of public disturbance in tourist centres often draw attention due to their potential impact on safety and local confidence. Authorities emphasise cooperation with family members and clear communication as key tools in resolving similar situations without further consequences. No injuries or property damage were reported in this case.

No further action has been announced following the man’s return home. Pattaya Municipality confirmed that the situation was resolved fully at the scene and no additional measures are currently planned.

If he's got mental issues, and turns violent when drunk, should they really be returning him home? You often read these people reoffend again shortly after, and next time someone may get hurt.

Totally agree the Thai authorities are to soft on punishing foreigners and expats

For mis behaving heaver fines jail and even Deportation is needed

Maybe people will think twice at misbehaving in public

I wonder how you know that.

I have always believed that to effect deportation a criminal offence is specified. For some tourist who will be on his way in a few days anyhow, probably not efficient.
