As for detaining people, absolute minimum force to be used, and the individual detained to be removed from the scene as soon as possible and handed to civil police custody without delay.

If I or any of the people I was in charge of had treated a detainee the way Mr Pretti was ( before he was shot) we would have been charged with assault. If we had shot him in cold blood, as he was, murder. Either civil court or court martial.
