I need a local law firm with family law experience to help with a name change and possible adoption. My step-son has Thai and American passport and his biological father will help with the process if these details matter.

Presuming the name change you require is a Thai name to a another Thai name and someone in your current family is Thai (so they can communicate with the officials), this can be done at the local Amphur (district) office. Maybe they will also change it if he has a foreign name as he is a Thai national.

They wont change the birth certificate (as that cannot be done) but give a letter to detail the change and why it was changed.

He has a western name transliterated to Thai for his official Thai name. The main reason we'd like to do this is since my wife has taken my last name just get his last name the same; for school, for both his passports so we don't get questions, etc. So it's just to change his last name. I was under the impression it was more complicated but this is good advice and we'll start at the Amphur and see what happens.

My missus changed the english spelling of her surname when she first went to see her sister in Holland. Just a stamp in her passport to match the english spelling her sister had so as to avoid visa problems.
