Not a pleasant topic, but necessary.

1) Has anyone had personal experience of a family member or close friend being cremated in Chiangmai?

2) Does anyone know if it is possible to have a tasteful but non religious cremation in Chiangmai?

3) How much (the minimum) should a person put by to cover all costs?

3. It can be done for around 5 thousand baht but what you mean by tasteful could put the cost higher. You need a box, not the fancy ones they sell but a simple one that they can make and you can check prices easily where they are made/sold. You need a place which will probably be able to provide the helpers you need to set the fire and wood for the fire. You can check with the crematoriums around to inquire about prices and find a place you consider tasteful.

If you want flowers, food and PA systems for the typical 4 day Thai program it is a different story.

In the city, there is one at the west end of Doi Saket Rd (TB, I finally found it!) where that makes a T with Tung Hotel Rd (or whatever TH Rd changes into as it goes North), I think it is still there and if so it is easy to spot. If you are outside the city, you can inquire at the local Wat or just ask the village people and there will most likely be one within a few kilometers. There are a lot around but usually not close to houses.
