Temporary Licence Plates

Not sure if this post is in the right place but...

A friend told me that he had been pulled over by police on an expressway near BKK because he was driving on temporary (red) licence plates and it was after 18:00 hrs. Apparently cost him 500 Baht to get away.

Anyone know what the rules are for driving on temporary plates as it seems that it can take up to 2 months for permanent licence plates to be issued once you have bought a car? Seems stupid if the 18:00 hrs rule is real but, there again, TiT.
