A friend is leaving phuket in a few days and selling car . If can't find blue book what then?

the insurance papers are current.

If I am the buyer what must I do to get a new blue book.

Need to file a report at a police station, take that report and the owner's original documents (plus the usually copies), and the vehicle, to Phuket DVLC, and apply for a replacement book. This assumes that the vehicle document is not being held by a finance company & there are no other complications with ownership.

I doubt a buyer can do anything, has to be done by the current owner. I would not buy a vehicle without a book or the seller going in person to DVLC to action the transfer.

The current owner has to file the report. I did the process a few months ago for a motorbike. It took about 4 weeks time, and the bike had to be presented for a new check at the Transportation Office (technical check, rubbing off the engine number, that stuff). Total fees for a motorbike in the range of 200-300 Baht, I forgot already. Anyway, no sweat, but the current owner and two witnesses have to sign a document of transfer at the office, when the new book is issued, so expect some problems in a few days :o

First thank you all for your replies. The owner left Phuket 9 months ago due to a health emergency and her son (my friend) has the car now and wants to sell it as he is leaving in 12 days. Any way around this if the owner isn't here but the son is. I am trying to help my friend out.

You have got a real problem. You will need the appropriate paperwork (from Phuket Transport Office) signed by the present owner, plus mandate (2 witnesses), copy of owners (signed) ID. Given that you all that (doubtful) then you need a residence paper from Immigration Office, your original passport + copies, and so it goes on.... I you can't get that paperwork signed by the registered owner, forget it...

You need the seller (the person in the book) to sign papers and have a CURRENT VISA stamp if farang !!

You cannot sell a vehicle once the owner has left Thailand if they are a non Thai.. I had the same issue with a motorbike where the seller had left and left the bike and the signed papers but the new owner never did the rego.. He then wanted to sell it on assuming the signed papers would work. It doesnt.. He still has a 'worthless' unsellable bike.

Good news is the car just got cheaper :o
