OP you should pay taxes and if penalties are due extract those from you accountant with threat of legal action. You should then consider changing accountants when all squared away.

I had that problem before for taxes and my accounting company was happy to cover the penalties after i offered to make a roller coaster out of his office....

Another case many years back, I paid the social security to a freelance accountant in Ban Chang. After a couple of months, the Social Security guys called me asking for payment...oooops! She also was happy to pay everything including penalties after the police hunted for her
