You may be able to obtain a tourist visa in your country of origin, but are likely to be nabbed by customs police as soon as you set foot in the country and then promptly deported.

You are not the type of visitor that Thailand wants to encourage.

Why don't you contact the car rental company and make good on the debt?

You accepted the responsibility 4 years ago when you hired the car, why can't you accept the responsibility now like an adult?

If the company filed civil charges against you it could be recorded with Thai Immigration. I know of one person who was then arrested upon arrival in Bangkok and had to pay the cost of the bill they owed plus substantial court costs and lawyer's fees - which doubled the amount. They were then stuck in a Thai jail cell until they paid.
