How do you prove they are liable for Thai taxes?

How do you prove they are liable for Thai taxes? If the business is not registered in Thailand and you are performing work for it...how do you obtain a work permit? I think it is more of the "freelance" type workers they are trying to crackdown on . . . those that 'work' here fulltime doing internet related work both within and outside Thailand but never pay taxes and don't have a WP etc. Don't think that they are really interested in helping you get a WP, simply cracking down on the existing rules here in Thailand with regards to working and needing a WP.
