Facts Passport expires, new Passport will not be in hand before the expiration date of the retirement visa in early Feb. Question= in order to avoid an overstay is it possible to start the process of renewal and but the new visa stamp is applied after receipt of the new passport. Possible? Any experience?

No. The procedure in this case is to get the extension in your old passport, (if still valid). The extension will be till the date your old passport expires and you need the new passport by then, otherwise you don't have a permission to stay. If you by than have the new passport, you get the rest of the 1 year extension in the new passport for free.

But if your passport expires and you don't have a new passport by then, you will be on overstay. They migth fine you for the oevrstay at 500 baht a day and then give you the new extension. Can't you get an emergency passport, to get an extension in that one.

Consul said with luck passport may be in Chiang Mai on Feb2, due date is Feb 3.

In case it is delayed one more week is there a grace period like the 7 days for 90 day reporting?

No. If you can not do as suggested in post 2 and do not receive on the 2nd you can visit immigration and ask for a 7 day extension of stay explaining new passport due and they might be able to provide (assuming your passport will still be valid) - but will be two TM.7's and fees involved.
