One can only hope that the money not squandered on gambling has been more usefully employed in improving the general lot of the corresponding population.

Almost certainly Brunei.

I see your point, Boater, with circumstances and timing, but I'd reckon the smart money would be with Humph's suggestion (Brunei).

I wouldn't leave Malaysia out of the betting.

I've seen many Sultans, and even Kings, heading into Australia, on short unofficial trips, to visit the casino. :rolleyes:
