I would assume Thai government has decided to show the world concern about pollution and Kyoto agreements and likewise, by enforcing the strictest bike emissions in the world. The cost of clean emission on a small bike is very low. Big Bike buyers are able to pay, pickup and Vios buyers are in general not.

In addition the difficulty to pass Thai emission protects domestic manufactoring, as some dont bother to export to Thailand
