Flood Death Toll Reaches 381

UPDATE : 30 October 2011

According to the latest official data, the flooding disaster has already claimed 381 lives in 26 provinces.

According to the data composed by a government’s disaster management agency, the current flooding situation has already covered the total of 144 districts in 26 provinces.

So far, the flood death toll has already reached 381 while another two remain missing.

More than 691,000 households have been affected while nearly 11 million rai of farmlands are destroyed. 75 main routes through 19 provinces have been damaged.

BMA Orders Evacuation in Taling Chan District

Governor of Bangkok Sukhumbhand Paribatra has announced that due to the rising water at Khlong Maha Sawat Canal, some sections of its flood levees have been damaged. Meanwhile the floodwater is continuously flowing into Taweewattana District. As a result, the BMA has now designated Chimphli, Taling Chan and Bang Ramat sub-districts of Taling Chan District as unsafe.

The BMA is asking the residents of these areas to move their belonging to higher grounds and proceed to their nearest evacuation centers or other safe areas, with children and elders are to be given priority. At the same time, they are urged to keep close eye on the flooding situation

Bangkok governor warns residents in Taling Chan district to be prepared for evacuation

BANGKOK, Oct 30 – Bangkok governor Sukhumbhand Paribatra on Sunday warned residents of Taling Chan district to be prepared for evacuation after the water continues to rise.

The warning was issued for Taling Chan district’s three sub-districts - Chimplee, Taling Chan and Bangramad.

Residents in these areas were advised to keep abreast with the latest situation and be prepared for possible evacuation.

The same warning was also posted for areas along Klong Song, Klong Thanon, Klong Bangbua, Klong Lat Phrao, Klong Prem Prachakorn in Laksi, Lat Phrao, Chatuchak, and Bang Khen districts.

Regarding the overall flood situation, the governor said the water level in the capital’s main river, the Chao Phraya River hit a record high of 2.53 metres above mean sea level at 9.15 am Sunday, triggered by high sea tide. Water overflowed the dyke to flood Song Wat Road, Sam Sen Road.

Meanwhile, the water level in Klong Hok Wa Sai Lang and Klong Thawi Watthana has risen by eight centimetres.

Flooding in the northern district of Don Mueang has covered nearly all areas after an earthen dyke under the traffic bridge over Klong Rangsit on Phaholyothin Raod in Pathum Thani was breached by floodwaters.

The Bangkok Metropolitan Administration (BMA) requested support from the Flood Relief Operations Centre (FROC) to provide security for city hall officials to repair the dyke.

Local residents reportedly dismantled the dyke to release floods from the area of their homes and threatened officials who were trying to repair the dyke.

Besides city hall’s attempts to tackle the flood problem, in Bang Phlat district it is attempting to collect a large amount of garbage and will use Effective Microorganism (EM) balls to treat the foul water.

Four garbage trucks have broken down due to 70-80 cms deep flood. The city hall may use boats to collect garbage instead.

As flooding has hit many districts in the capital, 10,343 evacuees have taken refuge in the BMA’s temporary shelters at about 430 schools in the capital.

About 400 others moved to temporary shelters in the provinces after ten temporary shelters in four districts of Sai Mai, Don Mueang, Klong Sam Wa and Thawi Wattana where closed due to flood. (MCOT online news)

More roads flooded today as sea level rose this morning

BANGKOK, 30 October 2011 (NNT)-In the latest flood updates, Song Wat and Soi Sam Sen 21 and 23 have reportedly been flooded when the sea water rose to the highest level this morning.

The water level in the Chao Phraya River was recorded at 2.53 meters above mean sea level which caused an overspill on Song Wat Rd as well as Sam Sen Soi 21 and 23.

The report added that the torrent at Chao Phraya and Rama 6 dams has been recorded at the speed of 3,254 cubic meters per second, declining from yesterday by 27 cubic meters per second.

Meanwhile, the water level in Bang Sai is now at 4.11 meters above the sea level, declining from yesterday’s level by 3 centimeters. However, the water levels in Khlong Hok Wa in Sai Mai district and Khlong Thawi Watthana rose 8 centimers higher and 10 centimeters in Khlong Prem Prachakon.

Cabinet Decides against Extending Flood Holidays

During its special session, the Cabinet decided against extending the flood holidays. The prime minister has expressed confidence that the floodwater level in Bangkok will not reach one meter.

Prime Minister Yingluck Shinawatra said earlier today after the special session of the Cabinet meeting that the government has decided not to extend the flood holidays. Instead, the government is asking the private businesses for cooperation by giving more time off to the employees affected by the flood.

About the flood, Yingluck asked for a couple days to evaluate the situation but said that so far, the water level is as anticipated. She added that if the flood defenses hold, the water should start to receded and the inner area of the capital will not be affected. In any case, the prime minister expressed confidence that the floodwater will not be well below one meter mark in Bangkok.

About some report that the government has deserted a large quantity of supplies donated to the Flood Relief Operations Center at Don Muang Airport, Yingluck said that she has not been informed of this but has already ordered the police to look into the matter.

Govt Planning to Propose 800 Billion Baht Reconstruction Plan

The government has proposed a combination of short and long term flood reconstruction plan, named the “New Thailand” scheme which is expected to cost between 600 and 800 billion baht.

At the special Cabinet meeting today, Prime Minister Yingluck Shinawatra put forward short and long term flood reconstruction plans. Yingluck said that in the one-year plan, the government will spend about 100 billion baht to restore the damaged industrial estates in order to address the high unemployment and resuscitate the economy.

The short-term plan also includes the 140 water pumps recently ordered by the Energy Ministry to assist in the drainage effort and the repair of damaged vehicles. The government is also considering reducing the electricity cost.

After the meeting, Energy Minister Pichai Naripthaphan said that the government will need to overhaul the country’s water management system in order to prevent a repeat of the disaster. The long-term reconstruction plan which has already been named the “New Thailand” scheme is expected to cost somewhere between 600 to 800 billion baht. Pichai said that the government has already received offers of assistance packages from the US, Netherlands and Japan. However, the energy minister said that nothing has been decided as the full extent of the food damage has yet to be determined.

BANGKOK, 30 October 2011 (NNT) - As a result of high tides in the Chao Phraya river, floodwaters on the Borom Rajajonnani Road, Thon Buri and the connecting areas continue to rise by 15 cm., causing more and more people to evacuate.

Anand Chankornkaen local resident who daily observes the water level at Somdet Phra Pin Klao Bridge stated that during the past two days the water level rose by 15 cm from 50 cm. Meanwhile, many organizations have provided boats to move the residents out of the area.

Besides, the increasing numbers of floating debris has become another important issue which should be taken into account.

KU ready for evacuation in anticipation of floods

BANGKOK, 30 October 2011 (NNT) - Kasetsart University (KU) is preparing for evacuation as floods are expected to cover the whole campus in a short time. Meanwhile, the Flood Relief Operations Center (FROC) is hurriedly relocating donation items to other locations.

Today, at 12.45 hrs., certain parts inside KU have been inundated after water started to leak inside this morning. Among the flooded spots is the water pump station where the water has reached the highest point at 30 cm high. As for approximately 650 flood victims taking shelter at the student dormitories, the university has issued a policy to evacuate all of them out of the campus as floods are expected to submerge the whole area within 1-2 days. Now vehicles are being sought out for evacuating flood vicims.

However, KU's evacuation plan was generally started 1-2 days ago when all of the instruments, materials and books were moved to high grounds.

As for the managment of the old FROC located in Don Mueang Airport, FROC Spokesperson Pol. Gen. Pongsapat Pongcharoen revealed that today was the last day cars would be allowed to enter the airport to transport the rest of the donation items. Asked about the suspicious hoarding of the donation items, he claimed that it was under the responsibility of the person in charge who must be investigated later on. However, he could not point out the authorized persons.

Tension at Klong Sam Waa area not yet eased

The situation at Klong Sam Waa remains tense as residents have gathered since this afternoon to demand the BMA to release more water out of their area.

The protesters have closed all traffic in the area amid the supervision of traffic police from Nimit Mai station. Klong Sam Waa officials have negotiated with the protesters, but couldn’t reach a decision whether to open the water gate.

There has been no BMA officials present on site so far.

Explosions rock Narathiwat but no casualities

As many as 10 explosions erupted in the southern border province of Narathiwat between 5.50pm and 6.20 pm Sunday. Fortunately, there was no report of casualties.

The bomb attacks spread across five districts.

In Sungai Padi district, a bomb exploded at a shop selling clothes and shoes in Tambon Paluroo. The explosion damaged products inside but harmed no one. The explosives were hidden inside a softdrink can, which was left inside the shop and triggered by a digital wristwatch. A similar bomb device went off in front of a securityofficial base just behind the Sungai Padi Train Station.

In Sungai Kolok district, an explosivestuffed can was left inside a gift shop on Prachawiwat Road. The explosion damaged products inside without causing injuries or deaths to anyone.

In Yingo district, an unknown attacker hurled a bomb into the house of a local teacher Kaneungnij Chusing. She was unharmed.

Almost at the same time, two bombs went off in Tak Bai district. The first explosion took place at a grocery shop in Ban Ta Ba. The other bomb went off in front of Anubarn Somthawin School in Mueang Tak Bai Municipality area.

Rusoh district, meanwhile, saw four explosions. The first bomb went off inside a 7Eleven convenience store and caused a fire that engulfed some products inside. Another bomb attack erupted at a shop with some damages to products reported. The third blast took place at a stall inside a fresh market. Just 20 metres away, the other bomb exploded inside a grocery shop.

These 10 bomb attacks caused no injury of deaths.

Three Buddhists slain by Muslim insurgents in Narathiwat

Narathiwat - Three Buddhists were shot dead by Muslim insurgents inside a grocery store in Narathiwat Sunday.

Police said four insurgents arrived on two motorcycles and pretended to buy goods and petrol from the store, which also sells petrol, and shot the three at point blank.

Malee Masi, 49, was shot dead in front of her 8-year-old son, who was found by police as hugging the body of his mother crying when police arrived at the scene.

Srithong Masi, Malee's father-in-law, 75, was shot at his head while he was about to fill up the petrol for one of the motorcycles.

Thirapong Saelim, 42, a customer, was also shot at his head.
