I'm not sure about Soi 10 but there's one in Soi 23, I had a haircut there a couple of days ago. It's behind the 'watch fixing' guy near the chip shop.

Hair cut or are you looking for a shave? For a hair cut cross the road in the in the Sois on the other side there are a fair few.

Expect a lot cheaper here, 60 baht - hair cut, shave, face hair trim, nose and ear hair cut.

No stress here at all, as it doesn't matter a whit what your hair looks like or even if you have any.
