I don't think there is such a thing. Calling 008 or 009 before the number seems to be the 'best' deal, but it still comes to somewhere around baht 20 a minute.

Unfortunately the Pilippines are one of the most expensive countries to call to.

You save a couple of Bath through the cheap prefixes (007-008-009, although not all work)

Even using the likes of net2phone you'll still pay between 0.18 and 0.25$ per minute, compared to for example Thailand which would only cost 0.019 per minute (or less then a tenth!)
