Fungi and insect compost the leaf litter and turn it into nutrients to feed the forest. A healthy layer of leaf litter helps water to percolate into the soil during the rainy season and prevents soil erosion. True but you have more than a Thai education. It beats me why people keep beating the same drum. Corruption corruption corruption. and nothing changes they should they should they should and nothing changes. How about taking that money and teach them other ways to solve the problem. Properly handled it can be used to enrich the soil. First it requires a start as it is not an overnight fix. But it is a heck of a lot faster than corruption and they should. About 4 or 5 years ago there was an article in a fairly reputable paper in Bangkok. It was about small farms going back to buffaloes and it would increase there profits and stop the burning. The catch was it was a 10 day school. It took 3 days to train the Buffalo's.
