As some here on ThaiVisa have expressed concern about using the return ThaiPost EMS service when applying for a new passport at a US Consular Outreach, I asked one of the Consular Officials at the recent Udon Thani soiree if they had had any problems with this service. He said that he would not say that there have not been any, but that he himself was not aware of any problems and that the outgoing EMS envelopes well indicate and alert ThaiPost that the envelope contains and is official US Embassy matters.
