Using a valid work permit INSTEAD of a certificate of Residence

Anyone ever try to renew their driver's license in Chiang Mai using a work permit instead of a Cert. or residence? The reason I ask is this site from the Dep. of land transportation: http://www.dlt.go.th/th/index.php?option=com_content&view=article&id=3471:renew&catid=131:2011-09-08-02-09-23&Itemid=88

And the part I'm asking about says:

HAVE TO PREPARE THE DOCUMENTS AS FOLLOW

1. ORIGINAL ONE-YEAR THAI DRIVING LICENCE

2. PASSPORT WITH NON-IMMIGRANT VISA (ORIGINAL AND PHOTO COPY)

3. ORIGINAL PRESENT RESIDENT ADDRESS IN THAILAND CERTIFY FROM EMBASSY / IMMIGRATION BUREAU (VALID FOR 1 YEAR) OR WORK PERMIT WITH ORIGINAL AND PHOTO COPY

4. ORIGINAL MEDICAL CERTIFICATE (5 DISEASES FORM) FROM CLINIC OR HOSPITAL (VALID FOR 1 MONTH)

See number 3 says OR work permit. The way its written, it seems the answer to my question is Yes . . . . . but this is Thailand.

Only ever used a work permit.

Lets bust that myth that a certificate of residence is required for all these things.

Work Permit or Yellow Book works fine.

Was in there today, not for getting license renewed, but to register a car, and the lady said the same: No certificate of residence needed if you have a work permit.

According to her that rule counts for all the paperwork in there (licenses, car registration, etc)

The priorities in any official (including banks) act are:

1) work permit

2) tabien baan (yellow or blue book)

3) drivers license

4) residence certificate

You may occationally swap 3) with 1).
