Four sent representatives, while Narong Sahametapat of Public Health conspicuously assigned no one to go the meeting instead.Chalerm said he left it to the good judgement of all permanent secretaries to decide how to deal with Suthep Thaugsuban, secretary-general of the PDRC, who is urging all officials to join in civil disobedience against the government.He also told them that bloodshed is inevitable if the National Anti-Corruption Commission (NACC) and the Constitutional Court unfairly hand down rulings against Yingluck."When violence erupts, permanent secretaries must think whether they would like to stand by justice or not. I'd like to warn that the Public Health's permanent secretary is betting on the wrong side," he said.Even more blunt was Surapong Tovichakchaikul, foreign minister and chairman of CAPO's advisory council, who said officials should not blow whistles in support of the PDRC during office hours."Officials at my ministry can have a mind that's supportive of Suthep…But [doing that] during office hours is not appropriate," said Surapong, who is also a deputy premier.Three permanent secretaries defended their "reception" for Suthep, who led PDRC supporters to visit several ministries last week.Justice's Kittipong Kittayarak said he met Suthep because he wanted to hear from him and reporters were around most of the time."When [he] was done talking, I told him of my principles," Kittipong said.There's such a gap of perception in Thai society today, he added.Defence's Nipat Thonglek said he had been personally attacked by the pro-PDRC Blue Sky TV channel for half a year and he was curious to hear from Suthep himself.He said he made Suthep wait for two hours before meeting him and that the place of the meeting wasn't nice enough to qualify as a "reception"."I asked him what did he want and what were all these five to six months [of protests] for? Maybe she will and maybe she won't but there are things that should not be said ahead of any proceedings. PTP / reds calling for fair treatment are in fact saying ' aquit or else " and that's another aspect of contempt. 12

He could have saved his breath, I already pity Yingluck. Her decades of listening to that egomaniac basketcase every single night have made her a wobbly jelly kind of person, unable to think rationally or even climb out of vans without snapping her limbs off. I do pity her, she is a shuffling automaton and her life is directed by this careering dominator figure. I at least have the luxury of not listening to Thaksin, or feeling obliged to comfort him when he starts weeping about the injustices of the world. I am probably in a minority on this issue, but I think Yingluck could have led a happy and productive life outside politics if she had been born in a different family. She is a victim of the dune loon, just as Thailand is. The difference is that she is shackled to him by birth, and for that I truly pity her. 5

thesetat2013 Posted April 18, 2014 Posted April 18, 2014 Since it is not Chalerms job or his business to address the secretaries about political views or opinions it seens almost poetic that he spent most of his meeting seeking PITY for YL which is also not his job. But to blatantly tell these people that bloodshed is imminent if the courts rule against her is akin to a threat. He also automatically assumes that any ministry that goes against YL is for the PDRC which i dont believe to be true. One can be against a corrupt admin and not support the opposition and want true justice. He also goes on to threaten to take Narongs position when the PTP Gov is back in control which in itself would be illegal to terminate someones position due to political views. He is setting himself up for cases against him more for any future PTP gov. This guy really needs to do his job and stop taking that medicine. He seems to be saying quite openly that any ruling against YL will be "unfairly handed down"; with the inevitable conclusion that it will lead to violence. This would be enough to get someone arrested in most countries and face serious charges as you say. He then goes on to threaten that anybody who doesn't do what they're told will be transferred when PTP get back "on track". Thaksin still playing the rule by fear cards - do as we say or they'll be trouble for you attitude. Hopefully the judges, investigators and commissioners have more moral fiber than the clowns delivering these hollow threats. - YL must be found innocent, Red leaders can't have their bail revoked even though they broke the conditions, we must have an election quick so we can bring the amnesty bill back and get "back on track" for the 2,2 trillion. " That's contempt - by any legal definition. All of these comments - by Chalerm, by Yingluck, by the whole of the UDD - are questioning the legitimacy of the courts, of both the National Anti-Corruption Commission and the Constitutional Court. They are engaging in contempt of court - by any definition. Such public statements made prior to court rulings are outrageous and unprecedented. But they are also unlawful. And the problem is that they are taking on a normalcy which is quite dangerous. Once Chalerm utters such comments in public, he ceases to serve the public good, and has placed himself in a position to having to defend himself in a court of law. Here we have a " meeting " which turns out more than a free-associative rant by Chalerm where he demands that public officials explain themselves, as they would to any elementary school teacher. Five officials had the good graces not to attend, and one of them attained brave status by not sending a representative. The result - Chalerm will get his police to " investigate ". Welcome to the Sopranos. In the meantime, Surapong is upset with whistles. 3

Those attending the meeting must have been gobsmacked by the contents of this man's speech. It appears to have been intimidatory as some posters have pointed out. I also think that the level of intelligence and social/political awareness was probably much higher amongst the audience than that displayed by Chalerm and his team. Also the sheer naivety that Chalerm displayed was incredible. Does he have no shame? On the other hand the same tone of lecturing from Thaksin has been reported (and seen on Utube) and even his recent message for Songkran displayed the same level of idiocy and naivety. Is this something about Thailand? When will people actually stand up and tell them in front of the audience that they're talking sh*t? Why are Thais so scared to do this? My wife was recently part of a group of parents having to wait for four hours for the teacher to turn up at a school meeting. The teacher had organised the meeting for 7am (!) but actually came at 11.05. My wife was the only person to confront her and people w ere shocked that she stood up and lectured the teacher about her manners and why she should be at the meeting on time. The teacher's response was to immediately cancel the meeting. So Chalerm's childish antics all starts with the education system ......
