A company is offering to rent me a kiosk that is setup you to buy scrap precious metals. They claim to have a license to buy and sale scrap gold in Thailand and the use this license is extended to me by renting the kiosk. The rental agreement does not mention the use of said license, when questioned about this they claim since the booth is owned by them the license covers anyone renting the booth... Is this true?

Even though you are only renting the kiosk and operating under the license holder the reality is that the authorities will require you to have a license. There are many different kinds of licenses depending on the scrap waste ie is it industrial or household waste? Is it minerals or metals like steel or silver etc? Additionally you will still need a work permit to operate the kiosk
