I own a bar and admit that we do have ladies there who entertain the customers but we also do food. I know the minimum age to go into a bar is 20 but would it be ok to employ someone about 17 or 18 years old if their only job was to cook and serve food and they were not allowed to drink alcohol. Many cafés employ young people even when they also sell alcohol.

Afraid not, it is not legal for a bar to employ an underage worker for several reasons, 1.the type of job and 2. the working hours would be considered to interfere with a child's development.
