Work permit for non degreed people

Lets try this post again. How do schools get a work permit for people who do not have a college degree? I know they do, but usually outside of Bangkok. I do know of a few here in Bangkok that do it, but I don't know how. IF YOU CAN NOT ANSWER THIS QUESTION PLEASE do not respond. I do not want you to tell me the This laws about getting a WP, ONLY if you can answer the question. Thank you

What has a college degree to do with a work permit?

Maybe by saying they are not teachers, they put them down as officials. Or if government school there are rumors of government school principles being able to write a letter stating they NEED the teacher. Personally I don't know of ANY teachers with a WP who doesn't have a degree and TCT waivers.
