You haven't stipulated Business or Tourist Visa.

As phuketrichard has posted above, Tourist Visas for Myanmar can be applied for in advance through the link posted.

For a Business Visa, this is also possible with the correct documentation. PM me for more details and I can put you in touch with a company that can provide this service

South coast delta area no problems.

I've done some trip reports in the past on Ngwe Saung, Chaungtha, do a search through the earlier pages of the Myanmar Travel section.

To apply for your tourist visa online through the government portal, need 7 days for approval (although it tends to come through quicker)
