The walls of the elevator shaft, a key component for stability, were reduced from 35cm to 25cm so that the hallways would meet the minimum width required by law. Hallway width easily checked, elevator wall width not so much.
you need 35 years - so 2 to "top up" - you can go back up to 6 years - if you ring the future pensions people, they will tell you what years represent the best vlaue and they will tell you how to pay ...
it's a good idea to set up a "Gateway" account, then you can see what years you have paid and your actual forecast - failing that ring them - i found them very helpful and got through quickly ....

Government hospitals outside of Phuket will likely cost much less (though not 5k, nowhere in Thsiland is it that cheap) but will also have long waits.
Long waits are the norm for MRIs in government hospitals everywhere and Thais who can afford to usually pay privately to do it elsewhere.
Suggest you look into Mission Hospital . Private but non-profit, less expensive than Bangkok Hospital.
