We know from other sources they hire prostitutes out of bars, we don't know yet about the tattoo's and "hooterfine" if any. Technically. But it does sound like the soft opening was all a bit rushed and the management haven't even worked out any zoning for the waitresses. They were likely under a lot of pressure to open before New-year, hence the chaotic state of affairs. When Carl Jr burgers opened in Central they had American girls (I think) overseeing things for the first 2 weeks or so, I would had though that Hooters would do the same?
